铁路基本建设投资的资金短缺一直是制约铁路发展的因素。“十五”将要实施的若干发展战略 ,要求铁路必须保持高速发展态势。随着我国市场化改革的深入 ,铁路基本建设的投融资模式面临新的机遇和挑战。在分析铁路基本建设投融资的有利和不利条件的基础上 ,提出了铁路基本建设投融资的改革思路。

Railway construction has always been the keystone as well as the nodus of our country's economic construction. However the lack of infrastructure construction investment has always been a constraining factor to the development and reform of railway. Certain development strategies that will be launched by the “tenth five year plan” demand a rapid developing trend of railway. With the deepening of the market reform in China, the financing mode of railway infrastructure construction investment is facing new opportunities and challenges. Based on the analysis of both the favorable and unfavorable conditions for the investment and financing of railway infrastructure construction under new situation, this paper puts forward the thoughts of reform for the investment and financing of railway infrastructure construction.
