网络问责与我国问责制的发展完善

Network Accountability and the Development and Perfection of the Accountability System in China

网络问责已成为当前我国民主政治进程中的一大亮点。网络问责拓宽了公民政治参与的有效渠道,强化了官员问责中的异体问责功能,渐进地推动着我国问责制的发展进程。网络问责建立了新型的问责方式,实现了公民问责模式的转换;降低了官员的犯错可能,增强了官员和公众的责任意识,对推动我国问责制发展具有积极作用。引导和规范网络问责,进一步推动我国问责制的发展完善,主要对策包括:培养问责主体的社会意识;建立网络问责的激励机制;加大问责信息的公开和审查;发挥同体问责的保障作用;加强被问责官员的权利救济。

Network accountability has become a major highlight in current democratic political process of China. It broadens the effective channels of political participation of citizens, strengthens the allergenic accountability function of officials accountability and progressively promotes the development process of China＇s accountability system. It is a new way of accountability, and achieves conversion in citizen accountability model. Besides, it reduces the chance of officials making mistakes, enhances the sense of responsibility of the officials and the public, and has a positive effect in promoting the development of China＇s accountability system. To guide and regulate network accountability and further promote the sound development of accountability system in China, the following suggestions are proposed ： to cultivate social consciousness of the accountability body ; to establish incentive mechanism ; to increase the publicity and review of accountability information; to bring into play the safeguarding function of homotypic accountability; and to strengthen the rights relief of officials under accountability.
