摘要
无论是传统公共行政还是新公共管理,政府的职、权、责一直都处于碎片化(fragmented)状态。传统官僚体制、部门利益之争以及新公共管理改革都是造成这种"碎片化"现象的重要根源,导致部门主义、各自为政、管理分割、服务裂解等弊端。"整体政府"正是针对政府管理模式中日益严重的"碎片化"问题而提出的一种新型治理模式,通过结构整合、流程再造、在线政府、责任制度、建立新的掌舵单元等手段,实现政府"碎片化"问题的有效治理。
Whether it is a traditional public administration or new public management, the authority, power and responsibility of the gov-ernment have been in a fragmented state. The fragmented state caused by traditional bureaucracy, sectoral interests and new public man-agement, results in some problems, such as, sectionalism, lack of coordination, management and service division and so on. Whole-of-government is a new management model against government's fragmentation. It is designed to address government's fragmenta-tion by structural integration, process reengineering, online government, accountability and other means.
