城市社区治理中的集体行动困境及其解决——基于理性选择制度主义的视角

The Dilemma of Collective Action and Its Solution in Community Governance under the View of the Rational Preferential Institutionalism

城市社区治理面临许多挑战,其中比较突出的问题是社区治理中的集体行动困境。运用理性选择制度主义理论,提出了社区达成有效治理的两大基本假设,并通过具体的案例分析论证了这两大假设对社区有效治理的关键作用。通过理论推演和实证检验得出结论:社区的有效治理建立在导向集体行动的制度安排和社区内部的利益关联上。良好的制度设计不仅是克服集体行动困境实现治理的关键变量,也是推进社区治理能力现代化的基本路径。

Urban community governance faces many challenges. One of the more prominent problems is the dilemma of collective action in the community governance. This paper uses the theory of rational choice institutionalism, proposeds two basic assumptions of community governance, and demonstrates the key role of these two assumptions to effective community governance through specific case studies. Through theoretical and empirical deduction the author concludes： Efficient community governance is achieved based on institutional arrangements for collective action-oriented and related interests within the community. Good system design is not only the key variable to overcoming the plight of collective action, but also to promoting the basic path of community governance capacity modernization.
