随班就读支持保障体系建设初探

On the Establishment of the Supporting System of Inclusive Education

随班就读支持保障体系是提高随班就读教育质量的有力保障,但目前我国随班就读支持保障体系还比较薄弱,主要问题是经费无法得到保障、特殊教育教师编制无法落实、资源教室或中心数量有限且设备设施缺乏,已建成的资源教室或中心未能有效发挥其作用。完善县级随班就读支持保障体系,首先要提高县级教育行政机构特殊教育执行能力,其次要完善县级随班就读常规经费和专项经费互补的两线保障体系,也要建设数量合适、布局合理、功能明确、人员配备齐全、设备实用充足的三级支持保障体系,促进随班就读可持续发展,提高随班就读的质量。

The supporting system for inclusive education ensures the improvement of the quality of inclusive education. However, China witnesses a weak supporting system for inclusive education： insufiqcient funds, the unguaranteed staing of special education teachers, the limited resources classrooms, the lack of equipment and facilities, and the ineffectively used resources classrooms. To improve the county-level supporting system for in- clusive education, it is required to improve the ability of the educational administration at the county level to implement special education policy, make a better use of conventional funds and special funds for inclusive education at the county-level, and establish a supporting system which involves a proper number of classrooms related to inclusive education, a rational layout, clear functions, sutticient staff members, and adequate equipment so as to promote the sustainable development of inclusive education.
