摘要
随班就读支持保障体系是提高随班就读教育质量的有力保障,但目前我国随班就读支持保障体系还比较薄弱,主要问题是经费无法得到保障、特殊教育教师编制无法落实、资源教室或中心数量有限且设备设施缺乏,已建成的资源教室或中心未能有效发挥其作用。完善县级随班就读支持保障体系,首先要提高县级教育行政机构特殊教育执行能力,其次要完善县级随班就读常规经费和专项经费互补的两线保障体系,也要建设数量合适、布局合理、功能明确、人员配备齐全、设备实用充足的三级支持保障体系,促进随班就读可持续发展,提高随班就读的质量。
The supporting system for inclusive education ensures the improvement of the quality of inclusive education. However, China witnesses a weak supporting system for inclusive education: insufiqcient funds, the unguaranteed staing of special education teachers, the limited resources classrooms, the lack of equipment and facilities, and the ineffectively used resources classrooms. To improve the county-level supporting system for in- clusive education, it is required to improve the ability of the educational administration at the county level to implement special education policy, make a better use of conventional funds and special funds for inclusive education at the county-level, and establish a supporting system which involves a proper number of classrooms related to inclusive education, a rational layout, clear functions, sutticient staff members, and adequate equipment so as to promote the sustainable development of inclusive education.
