带量药品集中采购模式推广问题与对策研究

Study on the Problem in Extention and Solutions of Procurement Model with Target Quantity in Centralized Drug Purchasing

对我国药品集中采购现存问题进行分析,阐明带量采购模式中"一品三剂型两规格"、"量价挂钩"和"单一货源承诺制"等典型特征,剖析带量采购在药品集中采购中的优势和不足,并针对带量采购过程中存在的难以精确估算用药量等问题提出解决建议。为进一步完善我国药品集中采购机制、促进带量采购模式在市场中大范围的推广应用提供参考。

In this paper , the existing problems in centralized procurement of drugs in China were analyzed . The characteristics of procurement with target quantity were clarified such as “one product with three dosage forms and two specifications”, “the linkage of quantity and price” and “sole source commitment”, etc . Furthermore , the advantages and disadvantages of procurement with target quantity were analyzed . For the difficulty to accurately esti-mate the amount of medication , suggestions were proposed . Reference was provided so as to further improve the centralized drug procurement mechanism and to promote and wide spread the purchasing pattern of procurement with target quantity in the market .
