武警基层部队高度分散，担负任务多样，防范灾害对武警部队来说，具有特殊重要的意义。基层部队要做好重大自然灾害的预防工作，就应该把握预知险情的基本途径，掌握应对险情的主要方法，采取排除险情的根本措施，有效防止灾害对部队建设带来的损失。
