Some Views on Lowering an Investment in Offshore Oilfield Development

本文主要论述降低海上油田开发投资的几点看法,即合理地提出设计要求,正确地选用设计参数,从设计一开始就着手控制投资,使油田工程在技术上适当先进,生活上中等水平,安全上符合规范、标准要求;在油田建设上积极发展国产化设备;以及健全、加强工程项目组,提高其控制、管理水平等。本文对海洋石油工程的设计、建造具有重要的指导意义。

This Paper devotes a discussion to some views on lowering an offshore oilficld development investment to be made in the following aspects:putting forward reasonable requirements for design, a correct selection of design parameters, control of on investment from the very beginning of engineering design, adoption of properly advanced technique, design of living facilities on the principle of the middle level, fulfillment of regulations and standard requirements for safety, an active use of home -made equipment, perfecting and strengthening the project teams for improvement of the control ability and the management level and so on, which will be of great significance for guiding offshore engineering design and construction.
