The paper analyzes the construction ideas of the sponge city and its realization channels, taking Changzhou as an example, points out the main controlling indexes for the plain water network city, sums up the implementation strategies for the low impact development at urban space, including water system wetland, green land squares, urban roads, and land parcel insides, and points out the guarantee measures for the construction of the sponge city.
