摘要
"两房并轨"这项新政策实施给保障房的建设带来了新的问题:保障房管理机制建立、建设资金如何筹集、租金如何确定等。本文在研究国外保障性住房建设运营模式和融资方式,分析国内保障性住房现状的基础上,针对保障性住房最主要的资金短缺问题,提出了增加资金供给来源的建议:开征房产税以增加政府保障房建设资金来源;拓宽民间资本进入保障房建设领域的渠道等。
The new policy aimed at merging the public rental system and the low-cost housing system has caused some novel problems. These problems include how to build the affor-dablc housing management system, how to solve the financing problems and how to price the affordable housing. In this paper, we investigate the operation systems and financing sources of affordable housing abroad and we also provide a survey on the concurrent affordable housing systems in China. Based on the study on affordable housing at home and abroad, we propose some constructive suggestions on how to increase the financing channel to better implement the new policy on merging the public rental system and the low-cost housing system, such as collecting real estate tax to gain the construction funds of Security Housing, Broadening the channels of private capital into the field of the construction of security housing, etc.
