摘要
随着我国城市增长方式的转型,在经济发达地区的大城市,土地再开发已逐步替代新开发成为城市空间拓展的途径。本文首先简要介绍了新型城镇化背景下及"十三五"期间我国城市土地开发模式的转型趋势。从土地产权重构的角度,对土地再开发中的土地发展权和政府角色进行了剖析。然后选择上海、深圳和广州为例,介绍了它们再开发的背景、总体思路和规划编制管理体系,分析了三地再开发实践中存在的问题。最后,对土地再开发的趋势和城乡规划的应对策略进行了探讨。
With the transformation of urban growth pattern, land redevelopment gradually replaces the green field development in large cities as a path to urban space expansion in China. This paper starts with an introduction to the land development tendency in the background of new urbanization in the 13'h Five-Year Plan period. Then it analyzes the land development rights and the government's role in land redevelopment from the perspective of land property rights configuration. Taking Shanghai, Shenzhen and Guangzhou as cases, the paper introduces the background, general idea, and planning compilation management system of land redevelopment in the three cities and explores the existing problems. Finally, it discusses land redevelopment tendency and the responding strategies of urban and rural planning in China.
