Effective Paths for Perfecting Grassroots System of Deliberative Democracy

社会主义民主的本质是人民当家作主。基层协商民主是我国社会主义民主政治的特有形式,是国家治理体系和治理能力现代化的重要环节,在促进人民理性参与政治生活、密切党群关系方面发挥着不可替代的作用。当前,我国基层协商民主在运行过程中仍然存在着一些消极因素。完善协商民主制度,各级基层党组织必须着眼于保障公民权利和提高治理能力,培育协商民主理念、完善基层协商民主机制、创新协商民主方式,积极推进协商民主广泛、多层、制度化发展,进而从机制上保证党同人民群众之间的血肉联系。

The essence of socialist democracy is that people are the masters of their country. The grassroots delib-erative democracy is a unique form of the socialist democratic politics of our country,being an important part of the modernization of state governance system and governance capacity,and playing an irreplaceable role in pro-moting the people’s rationally participating in the political life and keeping a close relationship between the mass and the people. At present,there still exist some negative factors in the running of the grassroots delibera-tive democracy of our country,which has restricted to some degree the effective playing of the functions of delib-erative democracy. To perfect the deliberative democracy,the grassroots Party organizations of specific levels must eye on the guarantee of civic rights and the improvement of governance capacities,cultivate the mind of de-liberative democracy,perfect the mechanism of deliberative democracy,innovate in the methods of deliberative democracy,stimulate the mobilize the people’s activity,creativity and initiatives,and actively promote the wide, multi - layer,institutionalized development of deliberative democracy,so as to establish and consolidate the mechanism ensuring the blood - and - flesh relations between the Party and the mass people.
