摘要
《档案法》修改既是社会各界的期盼,也是国家法制建设和国家治理现代化的题中之义。在新的历史发展时期,新一轮档案法修改应以两个决定和两办《意见》为指导,以《宪法》为准绳进行全面梳理。作为行政法,《档案法》修改的重点应在规范档案的形成与管理,明确档案的权属与处置,协调档案的公开、公布与利用,推进档案信息化建设和电子档案管理的发展,使《档案法》成为国家治理现代化的重要支撑。
The amendment of Archives Law is both the expectation of all sectors of the community and the requirement of state governance modernization. In the new era, the amendment of the law as administration law should be examined, overhauled and focused on standardization of records creation and management; clarifying records ownership and disposition; coordinating records disclosing, distribution and access; and developing archival informationization and electronic records management under the guidance of the 18th CPC Congress＇ two Resolutions and Central Office＇s Opinion about archival work.
