2000-2012年山东省卫生资源配置的公平性研究：基于泰尔指数

Study on the equity of health resources allocation in Shandong province from 2000 through 2012: based on the analysis of Theil index

目的 :分析2000—2012年山东省卫生资源配置公平性现状及发展趋势,为优化卫生资源配置提供依据。方法 :用泰尔指数对山东省卫生资源配置数据进行分析。结果 :2000—2012年期间,山东省卫生资源配置总量逐年上升并高于全国平均水平,但仍存在显著的区域性差异,地区间差异是资源分配不均的主要原因。结论 :应发挥政府主导作用,重视卫生资源纵向整合,推动卫生人才双向流动,全面推进基本医疗服务均等化,缩小地区间卫生资源配置差异。

Objective ：To analyze the current situation and development trend of the equity of health resources allocation in Shandong from 2000 to 2012 and to provide the scientific basis for regional health resources allocation. Methods ：The Theil index was used to analyze the data of health resources in Shandong. Results ：During 2000 and 2012,the total quantity of health resources in Shandong increased year by year and higher than the national average level,while the differences existed among different areas. Regional diversity was the main reason. Conclusion ：It is suggested that government play the leading role in this program,such as paying attention to the vertical integration of health resources,promoting two-way flow of health personnel,promoting the equal access to basic medical and health services to narrow the gap of the regional differences in health resources allocation.
