Research on Institution Transformation Based on the Functions of Think Tank

现代智库具有出对策、出思想、出声音等功能,我国情报研究机构在这方面理论准备不足、实践面临困境。分析发现,我国情报研究机构仍是"出对策"的主力军,有"出思想"的优秀历史传统,也有"出声音"的潜质,具备进行智库转型的基础条件,只要能够认清和解决转型过程中所面对的问题,以需求发现和描画为抓手、营造思想创新氛围、建设探索性观点的交流传播机制,就有可能将其转变成适合现代决策要求的新型智库。

Modem think tank has the functions of policy making, ideas innovating and broadcasting, which the institutions of intelligence research in China are lack of both in theoretical preparation and practice. The analysis finds that intelligence research institutions in China are still the main force of policy making, which have the excellent historical tradition in the area of ideas innovating as well as the potential of broadcasting. In other words, the intelligence research institutions in China have the basic conditions for the think tank transformation. As long as to be able to identify and solve problems in the process of transformation, and take the demand discovery and description as the starting point to create the atmosphere of ideas innovation and build the communication mechanism of exploratory ideas, it is necessary to transform the intelligence research institutions in China into a new type of think tank which can meet the requirements of modem decision-making.
