国有企业由于管理体制等因素在人力资源管理上存在一些限制但并非没有可取之处,需要因势利导,在准确把握国有高新技术企业特点的基础上进行人力资源的管理与开发,有的放矢,才能增强有效性。具体来说,包括以下内容:1.充分发挥党组织在国有企业治理中的积极作用;2.高新技术企业知识型员工的激励策略;3.根据企业发展战略重塑企业文化,发挥国企文化特有优势。
The human resources management in stated-owned enterprises exhibits some unfavorable traits due to the unique characteristics of the management system of these enterprises. However, every coin has two sides and the human resources management in state-owned enterprises is also proved effective in many aspects. Given proper guide, the efficiency of human resources management and development is able to be enhanced based on the better understanding of the characteristics of the high-tech enterprises. Specifically speaking, improvements can be made through the following ways. First, the communist party organizations should be allowed to play a role in the management of state-owned companies. Second, the employees with better education background in hightech enterprises should be better motivated. Third, the culture of state-owned enterprises should be reshaped in accordance with their respective developing strategies, so as to enable the culture of a company to display its ad- vantages in promoting development.
