摘要
作者以"一带一路"战略构想为背景,从公共产品理论出发,认为"一带一路"战略实施过程中的重点环节是促进区域及区域间合作,因而需要有关国家合作提供公共产品,特别是基础设施类公共产品,以契合"一带一路"沿线国家的实际需要。在全球性国际公共产品供应严重不足或无法满足其个性化需求的情况下,我们可以把只服务于特定区域或跨区域,其成本又是由区域内或区域间国家共同分担的安排、机制或制度称为"区域性或区域间公共产品"。"一带一路"作为一个整体平台,在该平台下的诸多跨国活动具有区域性或区域间公共产品属性。2008年国际金融危机爆发以来,"一带一路"沿线地区逐渐形成了区域性或区域间公共产品供应的新格局。中国通过主导"一带一路"沿线地区公共产品的提供,可改善因美日欧经济停滞所导致的公共产品供应能力的不足,推动沿线各国发展战略的对接与耦合,形成一个以中国为中心节点的合作体系网。
From the perspective of public goods,we believe that solving the problem of regional cooperation mechanisms is an important issue for the implementation of 'One Belt One Road Strategy'.And the key point of solving the problem could be regarded as a process of providing regional or inter-regional public goods.After the global financial crisis in 2008,along the 'Belt and Road' regions formed a new inter-regional or regional public goods supply pattern and China has the potential and willingness to supply the public goods along the areas,and can fulfill the shortage of public goods supply caused by economic stagnation of the United States,Japan and Europe.It will promote and join the national development strategies among relevant countries.China's activity will form a system of cooperation with China as a hub of the network.
