政策软环境为我国现代服务业的发展创建了生存及成长的环境且对现代细分服务行业的发展实施了政策供给。基于产业政策理论,通过对政策颁布时间、颁布机构、政策功能、政策工具实施分布的分析,提出政策软环境优化发展的措施。
