我国自然灾害情况统计制度与标准化进展

Advance in System and Standardization of Natural Disasters Information Statistics in China

我国自然灾害形势的严峻性和灾害管理工作的系统性和复杂性,对灾情统计与标准化提出了新的要求。目前,我国已建立了较为完善的自然灾害情况统计制度,制定了特别重大自然灾害损失统计制度,发布实施了自然灾害情况统计相关的国家和行业标准,灾情统计指标、统计方法和统计手段基本实现了标准化。未来我国自然灾害情况统计与标准化发展趋势主要表现在常规灾害灾情统计指标及标准的精细化、巨灾灾情调查统计与评估标准的完备化、灾情报送手段与管理的数字化以及灾情统计制度与标准的协调化,这将进一步推动我国自然灾害情况统计工作的科学化、标准化和数字化进程。

We have put forward new and higher requirement about the natural disasters information statistics on the background of grim situation of natural disaster,the systematicness and complexity of natural disasters man-agement.At present,China has established a relatively perfect system of natural disasters information statistics, formulated a system of special serious natural disasters loss information statistics,issued and implemented some na-tional and industry standards,basically realized standardization about statistical indicators,statistical methods and statistical means.In future,the development that natural disasters information statistics and standardization basical-ly is behaved in refinement of information statistical indicators and standards for normal natural disasters,complete-ness of investigation and assessment standards for catastrophe,digitization of disasters information report and man-agement,and compatible within information statistics system and standards,which will further promote the develop-ment process of scientific,standardization and digitization about natural disasters information statistics in China.
