Useful language planning efforts for“The Belt and Road Initiative”

"一带一路"是中国统筹国内和国际两个大局,利用国内和国外两个市场,调用一切积极因素,整合中国地缘政治与经济利益,实现睦邻友好,与周边国家共同发展繁荣的战略举措。服务于"一带一路"的语言规划应当统筹国内和国际语言生活两个大局,既要探讨国内语言生活、语言生态的变化趋势及其对策,又要分析沿线国家和地区的语言生活、双边和多边交流中的语言使用,更要思考旨在争取人心、赢得民意的人文交流对语言文字的需求,具体包括7个方面:1.中西部现代化进程提速背景下的语言资源保护研究;2.跨境语言与周边安全研究;3.丝路外语教学政策与规划研究;4.沿线国家和地区的汉语传播研究;5.沿线国家和地区的华语教育研究;6."一带一路"话语体系研究;7.语言智库建设与研究。

Focused on connectivity and cooperation among countries primarily in Eurasia, ＂The Belt and Road Initiative＂ is China＇s strategic move which aims to map China＇s overall future domestic and international development by exploring both domestic and foreign markets, bringing all positive fac- tors into full play. This paper proposes useful language planning efforts for ＂The Belt and Road Initia- tive＂ by arguing the integration of language activities at home and abroad. The paper highlights the following areas of research value： the changing trends of language activities and language ecology as well as their countermeasures in China~ the language activities in the targeted countries and regions, and the language use in bilateral and multilateral communications. Besides, the paper calls for more research efforts on exploring the language demands for cultural exchanges in this area which will bring about more comprehensive support, connectivity and cooperation. Therefore, the paper makes in- depth investigations into seven language demands of the targeted area, namely： 1. accelerating mod- ernization and the protection of language resources in the central and western regions of China; 2. lan- guages of the cross-border ethnic groups and peripheral security; 3. Silk Road Economic Belt and Chi- na＇s policy on foreign language education. 4. international Chinese communication and ＂The Belt and Road Initiative＂; 5. TCFL and ＂The Belt and Road Initiative＂; 6. ＂The Belt and Road Initiative＂ dis- course system; 7. the development of ＂language think tank＂ and its future work.
