摘要
近年来我国土壤污染形势日益严峻,污染地块的治理迫在眉睫。因此制定适合我国国情的土壤污染修复制度刻不容缓。本文系统研究了美国"超级基金"的产生及发展、资金来源、运行方式等,并结合华盛顿登陆地和九英里河谷污染地块的成功治理经验和"超级基金"实施过程中存在的不足,对我国土壤污染防治工作提出建议与对策。
In recent years, Chinese soil pollution situation becomes more and more serious. The number of contaminated land becomes more and more, which have great influence on human and surrounding environment. The situation needs to strengthen the management. Therefore, it is urgent to develop the environmental management system of the contaminated land which is suitable for our country. This paper studied the emergence and development of the Superfund. Considering the successful case of Washington landed and nine miles Valley pollution plots and problems in the process of Superfund implementation, we put forward and suggestions for the management of contaminated land.
