存量型控制性详细规划编制——以西安浐灞生态区A片区控制性详细规划为例

Built-up Area Regulatory Planning Compilation: Chanba Ecological A District Case

在城市快速发展建设的背景下,城市规划正在由增量规划转向存量规划。目前,我国城市发展以增量规划为主,缺少对存量规划的研究,但是在市场经济体制下,如何编制存量规划是我国城市规划体系中欠缺的一部分内容。研究结合西安浐灞生态区A片区控制性详细规划,对规划区进行土地存量评价,并提出加强多部门合作、提高公众参与,以及在保障各方权益的同时坚守规划底线的要求,以期探索新时期控制性详细规划编制的方法。

Urban planning is changing from new area planning to built-up area planning in the fast urban development. Presently cities practice more new area planning than built-up area planning. The paper introduces Chanba ecological A district regulatory planning, evaluates stock land, proposes multi-departmental cooperation and public participation, ensures both stakeholder benefit and planning bottom line, and studies new method of regulatory planning in the new era.
