About Work Report and Councils on Special Project of the Party at the Primary Level——Taking Yancheng District of Luohe as an Example

围绕如何落实基层党建工作责任制,促使党委书记履行好抓党建工作第一责任人的职责,本文探索基层党建工作述职评议的方式,通过党委书记述党建、群众评党建、年度考核考党建、选拔任用看党建的有益尝试,进一步促进各级党委特别是党委书记落实党建工作主体责任发挥重要作用。

Centered on how to implement the responsibility system for Party construction work at the primary level, to prompt the secretary of the Party committee to shoulder the responsibility of being the first person in charge of construction work, this article discusses the mode of work report of the Party construction at the primary level, that is, the secretary of the Party committee reporting the construction, the masses commenting the construction, assessing the construction annually and promoting the officials taking the construction of the Party as one of the main norm, to further promote the Party committees at all levels, especially the secretary of the Party committee, carrying out the principal responsibility.
