智慧城市视角下完善反恐预警机制研究

Terrorist Warning Mechanism under Perfect Wisdom Urban Perspective

根据当前国内外反恐斗争的特殊性、复杂性和艰巨性,结合我国智慧城市建设成果,探索其与反恐预警机制建设有机结合,并利用大数据等技术架构了反恐情报信息汇聚平台和智能分析平台。实践证明,情报工作是反恐斗争的生命线。根据大数据的特点对城市海量信息进行分类处理,设置攻击目标、时间、规模、方式等参数,经智能系统进行信息融合、情报分析、数据挖掘和数据筛选;以"情报、预警、预案"三位一体,构建三个层级的反恐预警机制,完善城市反恐预警机制,提升城市反恐预警能力。

According to the particularity of the current fight against terrorism, the complexity and difficulty, combined with smart city con- struction achievements,the authors explore the construction of an early warning mechanism with the combination of anti-terrorism and use big data technologies to set up anti-terrorism intelligence information aggregation platform and intelligent analysis platform. Practice has proved that intelligence work is the lifeblood of the fight against terrorism. According to intelligence data on the characteristics of a large ur- ban mass information classification, the authors set targets, time, size, mode and other parameters, and conduct information integration, intel- ligence analysis, data mining and data filtering through intelligent system. With ＂intelligence, early warning and plan＂ trinity, the authors build three levels of anti-terror warning mechanism toimprove urban anti-terrorism warning mechanismand early warning capability.
