公共图书馆弱势群体图书馆权利保障研究

Research on the Guarantee of Library Rights of Vulnerable Groups in Public Library

我国公共图书馆弱势群体图书馆权利保障存在法律制度不健全、尚未形成独立完善的体系、城乡差距大、社会支持体系不健全等局限性,应从以下方面改进:以保障弱势群体图书馆权利为立法宗旨、加大弱势群体图书馆权利保障的政策支持力度、加强弱势群体可利用的图书馆资源设施建设、进一步延伸图书馆弱势群体服务、提高图书馆员为弱势群体服务的素质、构建社会合作机制。

The Guarantee of library rights of vulnerable groups in public library has some limitations, such as the unsound legal system, having not formed an independent system, the big gap between urban and rural areas and the uncompleted social supporting system. It could be improved by legislation focusing on the guarantee of vulnerable groups＇ library right, enhancing the policy supporting strength, meanwhile constructing facilities, expanding the library service, improving the librarian＇s service quality for vulnerable groups, and constructing the social cooperation system.
