中国国境卫生检疫工作与全球卫生要求的差距及改进措施

全球卫生概念逐渐被各国接受。中国国境卫生检疫工作是全球卫生的组成部分,其防控传染病在国境传入传出的职责与全球卫生促进全球人群健康的目的是一致的。卫生检疫机关努力做好传染病防控和国际旅行卫生保健等工作,但是在健康促进规划能力、伦理学意识等方面与全球卫生的要求存在差距。卫生检疫今后的工作应该注重转变口岸传染病防控思路,更多考量伦理学,优化系统架构和人力资源,加强合作,维持口岸核心能力,构建中国特色口岸公共卫生体系,使卫生检疫工作深度融入全球卫生中。

The concepts of global health are gradually being accepted by all of the world. Chinese territory health quarantine is a part of global health with the duty of prevention and control of the communicable diseases transmission between countries consistent with the purpose of promoting the health of the global population. The health and quarantine organization is trying to do a good job in the prevention and control of infectious diseases and the international travel health care, but there are some gaps in the health promotion planning and the ethics consciousness. The future work of health and quarantine should change ideas on communicable diseases prevention, focusing more on ethical consideration,and should optimize system architecture and human resources, strengthen cooperation, maintain core capacity, thus to build point of entry public health system with Chinese characteristics, integrating health and quarantine work deeply into global health.
