Records Management in E-government System:The Inquiry and Utilization of Records

完善检索系统、丰富检索方式、开发档案资源、优化利用服务,都离不开档案信息内容的分析整合。论文在分析档案内容管理可行性与必要性的基础上,提出应当着眼电子政务环境的特点,对档案利用需求进行细化区分,提供多元化的一次档案信息内容查询利用;并通过档案专题数据库的建设与深化发展,挖掘档案信息内容,提供深度聚合的二次、三次档案信息查询利用。综合电子政务系统中的档案利用需求特点,应当建立层次化的档案查询利用体系,以满足多样化的档案利用需求。

Improving retrieval system, multiplying retrieval methods, developing archival resources and opti- mizing utilization services, all depends on analyzing and integrating the content of archival information. This article first demonstrates the feasibility and necessity of promoting content management in records and archives. On this basis, it is proposed that the utilization demand of records should be subdivided accord- ing to the characteristics of e-government working environment, so as to provide pluralistic inquiry and u- tilization methods for primary records information content accordingly. Moreover, it should also provide in- quiry and utilization of secondary records aggregated in depth through constructing and developing thematic records database and excavating content of records information. On comprehensively concerning the charac- teristics of records utilization demand in e-government environment, it is necessary to construct hierarchical records inquiry and utilization system to satisfy multiple utilization demand of records.
