100年前英国著名科幻家威尔斯（Herbert George Wells）曾提出，19世纪末起是“建造”的时代，并预言到了20世纪末将是“重建”的时代。但“重建”绝非统统推倒重来或拆旧建新。
How to properly handle the relationship between historic and modern spaces of a city? In particular, how to appropriately settle conflicts between them? These are hard challenges facing the regeneration of historic settings and the continuation and activation of built heritages. Sophisticated proportion tradeoff is needed from perspectives of values, laws and regulations, public relations, economic operation, planning control and design strategies. Principles should be employed to restrict strategies and strategies employed to put principles into practice so that good interaction between history and modernity can be achieved.
