The Grassroots Entrepreneurship Service System Construction of Science and Technology Correspondent in Qinhuangdao City

通过对秦皇岛市农业产业发展基础、科技特派员制度相关政策支撑体系、科技特派员队伍结构以及基层创业服务形式等基本情况的总结分析,指出了科技特派员工作目前所面临的主要问题,为进一步开展科技特派员基层创业提出了具体的对策与建议:一是加强组织管理,建立健全科技特派员制度的长效运行机制;二是加强科技特派员队伍建设,有效提升基层创业的能力和水平;三是进一步加大经费支持力度,为科技特派员基层创业提供资金保障。

The main existing problem on science and technology correspondent in Qinhuangdao City was pointed out by analyzing of its agricultural development basis,the related policy,supporting system and the structure of science and technology correspondent,and the service systems of grassroots entrepreneurship. The concrete countermeasures and suggestions were put forward for further local level entrepreneurship of science and technology correspondent. The first is to strengthen the organization and management and to establish the long-term operating mechanism of science and technology correspondent system. The second is to strengthen the construction of science and technology correspondent team and to enhance the ability and level of grassroots entrepreneurship effectively. The third is to further strengthen financial support for the grassroots entrepreneurship of the science and technology correspondent.
