随着辽宁省城镇化发展的不断推进,进入城镇生活的农民成为了新市民,在这个身份转变的过程中,随之出现许多社会问题,其中尤为重要的是与新市民社会保障密切相关的法律问题,社会保障不仅涉及到新市民自身的权利和利益,更关涉社会的稳定与进步,所以必须着重关注并解决城镇化过程中新市民社会保障存在的各种问题,从而促进城镇完善发展并维护社会公平及社会稳定。

With the development of urbanization in Liaoning Province, the farmers moved into town and city became the new citizens. The social security is not only concerned to the rights and interests of the new citizens but also concerned with social stability and progress, so it is necessary to focus on and solve the problems of the social security of the new citizens in the urbanization process, to promote urban improvement and development and to maintain social justice and social stability.
