摘要金融市场基础设施是"金融的管道",良好的金融市场基础设施对于巩固服务市场、增强金融稳定具有重要作用,但如果缺乏适当的管理,则会成为系统性风险的源头及主要扩散渠道。金融危机后,支付结算体系委员会和国际证监会组织联合发布了《金融市场基础设施原则》(PFMI),旨在全面加强各国对金融市场基础设施的管理。本文通过介绍金融市场基础设施、PFMI的形成与发展、核心内容以及各国的实践情况等,探讨了我国推进《金融市场基础设施原则》的现状和问题,发现我国在《金融市场基础设施原则》的落实方面仍有提升空间,尤其是在证券清算结算领域。最后,结合"新国九条"的相关要求,针对相关问题提出改进建议。 Based on the increased understanding about financial market infrastructures,the CPSS and the Technical Committee of IOSCO published the Principles for Financial Market Infrastructures（FMI）,in order to comprehensively improve the management for the FMIs all over the world.This paper comprehensively introduces the contents about FMIs,the formation and development of PFMI,the core contents of PFMI and practices in various countries,and especially analyzes problems during its implementation in China.This paper argues that China’implement on PFMI is not sufficient.
