大学治理中的社会参与机制研究

On the Mechanism of Social Participation in University Governance

大学的治理离不开社会多元利益相关者的参与,与社会进行能量交换是大学组织生存与发展的必然方式,大学知识生产方式的变革客观要求社会参与大学治理。但是由于观念沉疴导致社会参与大学治理的意愿不强,高等教育管理体制导致社会参与大学治理的权利(力)悬置,社会参与机制不健全造成社会参与的渠道不畅、效果不佳。为此,我们需要以培育专业化的社会中介组织为核心提升社会参与大学治理的效率,以理顺产、学、研协同机制为突破口拓展社会参与大学治理的深度,以建立面向社会的信息发布制度为手段强化社会参与大学治理的开放性,以深化董事会制度为重点提升社会参与大学治理的民主性。

University governance connects with the participation of social multiple stakeholders. Energy exchange with society is the inevitable way to survive and develop for university organization. The reform on production mode of university knowledge objectively demands the participation of society into university governance. However,the epiphenomenon of concept leads to less willingness for society to participate in university governance,the participation of society into university governance is suspended by higher education management system,and defective participation system of society leads to dull channels and poor effect of social participation. Therefore,we should improve the efficiency of society participating in university governance with the core of cultivating the specialized social intermediary organizations,expand the depth of society participating in university governance with the breakthrough of strengthening the cooperation mechanism of production,schooling,and research,strengthen society participating in university governance by constructing information issue system faced with society,and improve the democracy of society participating in university governance focusing on deepening the board system.
