精准扶贫视阈下少数民族传统体育价值及发展愿景

Value and Development Vision of Ethnic Minority Traditional Sports Under the Vision of Targeted Poverty Alleviation

精准扶贫是我国政府治理贫困的重要举措,关系到全面建成小康社会之成败。作为地方重要文化资源的少数民族传统体育可以参与精准扶贫,发挥价值,助力扶贫工作。基于参与式扶贫的视角,以少数民族传统体育在精准扶贫中的价值为研究重点,揭示了少数民族传统体育助力精准扶贫的内部机制。研究认为:少数民族传统体育具有文化、经济、健康、教育等多重价值。其在精准扶贫中所能发挥的作用,取决于少数民族社区、家庭或个人的致贫原因与传统体育本身多元功能的精准耦合。在精准识别贫困原因的基础上,因地制宜,充分挖掘少数民族传统体育的文化价值和经济价值,将少数民族传统体育注入旅游中,形成体育旅游产品,实现产业扶贫;遵循预防为主,防治结合的方针,发挥少数民族传统体育的健康价值,因地、因人拟定运动处方,实行'体医融合',进行健康干预,助力健康扶贫;充分发挥少数民族传统体育在'扶器''扶智'与'扶志'方面的文化和教育价值,帮助贫困地区树立文化自信,激发内生动力,破解贫困文化。少数民族传统体育与精准扶贫耦合的过程,不仅助力扶贫工作,提升少数民族的幸福感和获得感,还能助推乡村振兴战略,并在此过程中实现自身创造性发展。

Targeted poverty alleviation is an important measure for our government to tackle poverty,which is related to the success or failure of building a well-off society in an all-round way.Traditional sports of ethnic minorities,which are important cultural resources of the locality,can participate in targeted poverty alleviation,give play to their value,and help to tackle poverty.Based on the perspective of participatory poverty alleviation,the value of ethnic minority traditional sports in targeted poverty alleviation is the focus of research,revealing the internal mechanism of minority traditional sports to help precision poverty alleviation.The study believed that traditional sports of ethnic minorities have multiple values of culture,economy,health,education,etc.The role in targeted poverty alleviation depends on the precise coupling between the causes of poverty caused by ethnic communities,families or individuals and the multi-functions of traditional sports.On the basis of accurately identifying the causes of poverty,according to local conditions,fully tap the cultural and economic values of traditional sports resources of ethnic minorities,we should integrate traditional sports of ethnic minorities into tourism,form sports tourism products,and achieve industrial poverty alleviation;follow the principle of combining prevention with control,combine the health value of traditional sports of ethnic minorities,formulate sports prescriptions for people and people,implement'sports and medical integration',and conduct health interventions to help health alleviate poverty;give full play to the cultural and educational value of traditional sports of ethnic minorities in terms of'supporting devices','supporting wisdom'and'supporting the mind'.The value of the aspect helps the poor areas to establish cultural selfconfidence,stimulate endogenous motivation,and crack the culture of poverty.The process of coupling ethnic minority traditional sports with targeted poverty alleviation not only helps poverty alleviation,enhances the sense of well-being and gain of ethnic minorities,but also promotes the rural revitalization strategy and realizes its creative development in the process.
