摘要
本文基于超越对数生产函数的随机前沿分析模型,结合市场需求-供给比率测算了中国工业行业的产能过剩指数,并采用系统广义矩估计方法考察了其影响因素。我们发现:由于生产过程中效率损失与市场供大于求,中国工业行业普遍存在产能过剩现象,有15个行业产能过剩现象较为严重。产能过剩现象不能完全归咎于盲目过量投资,为解决就业压力增加劳动投入、不重质量只求数量的吸引外资、为提升生产效率增加的创新投入、行业内部的恶性竞争等都会恶化产能过剩现象。因此,解决产能过剩需要优化创新方向,并在提升产品质量、完善收入分配与对外直接投资策略方面进行相应的政策调整。
Using the stochastic frontier analysis based on the translog production function, and combining with market demand-supply ratio, this paperestimated the excess capacity index of China's industry, and investigated its influencing factors by the System GMM estimation method. We found that because of the efficiencyloss in the production process and oversupply in the market, the phenomenon of excess capacity Ubiquitous in Chinese industry, and there are 15 sectors experiencing serious excess capacity. The phenomenon of excess capacity can't be completely attributed to blind excessive investment, some other factors such as the increasing labor input to solve the employment pressure, attracting foreign investment focusing on quantity but not the quality, increasing innovation to improve production efficiency, and vicious competition within the industry will all worsen the phenomenon of excess capacity. Therefore, the solution to excess capacity is to optimize the innovation direction, promoting the quality of product, improving the income distribution and corresponding policy adjustment for foreign direct investment strategy.
