摘要
我国自1997年提出对养老金进行正常调整,但经过近20年的实际运行仍未建立起统一、稳定、科学的养老金正常调整机制。连续11年按10%提高城镇职工基础养老金和2015年首次提高城乡居民基础养老金的政策更是广受诟病,这种非制度化调整弱化了养老金"多缴多得,长缴多得"的基本原理。因此,为进一步丰富和发展养老金待遇调整理论和政策研究内涵,本文对国内外文献中关于养老金调整诱因、调整的可行性和调整方式等进行了全面综述,并基于现有研究的不足提出未来应该重点关注的研究方向。
Since 1997 China has proposed the normal adjustment of pension payment,but we still have not established a unified,stable,scientific adjustment mechanism of pension. It is widely reviled that China has raised basic pension of the town workers for eleven consecutive years and raised basic pension of the urban and rural residents for the first time in 2015,while the non- institutionalized adjustment is weakening the basic principle of " more pay more benefit and long pay more benefit". Therefore,in order to enrich the theory and policy research of pension adjustment,this paper makes all- round literature review on pension adjustment incentives,feasibility and method based on the relative domestic and foreign literatures. Furthermore,it puts forward the future research focus on account of the existing research shortage.
