关于完善我国政府采购制度的思考

Reflection on the perfection of government procurement in China

政府采购是市场经济国家为加强财政支出管理所普遍采用的一种有效方式。实行政府采购制度能够提高政府财政资金的使用效率、减少各种腐败现象、促进市场体系的发育和完善,因此,倍受世界各市场经济国家的普遍重视和采用。我国的政府采购事业近几年才刚刚起步,在实践中存在着不规范、不到位等一系列问题。在面临国际市场激烈竞争的情况下,中国如何利用政府采购市场,促进国民经济的发展,是当前需要认真研究的一个重要问题。

Government procurement, adopted generally by many countries, is an effective pattern of strengthening the management of financial expenditure. This system can improve the use efficiency of government financial capital, reduce various corrupt phenomena and promote the development and perfection of market system. So government procurement is highly emphasized and adopted by many countries with market economy in the world. As government procurement has just been developed in our country in recent years, there is a series of problems in practice which don't live up to the standards. This article is attempting to integrate these problems into the analysis about how to perfect China's government procurement under the condition of fierce competition in international market, So as to promote the healthy development of national economy.
