计划生育服务管理改革体系构建和路径选择——基于新公共服务理论视角的研究

System Building and Path Choice of Reform of Family Planning Services and Management: Perspective from New Public Service Theory

"全面两孩"政策的实施意味着实施了三十多年严格的生育政策的终结,计划生育服务管理迫切需要改革和转型。通过对新公共服务理论进行本土化和系统整合,提出了五大核心维度来系统地分析现有计划生育服务管理的偏差性,进而提出改革体系的构建和具体实施的路径。研究结果表明:由于现有的计划生育服务管理工作中存在职能定位﹑政策目标﹑治理主体﹑责任认识和服务本质的偏差,因此计划生育服务管理改革应该着力打造服务型计生﹑精准型计生﹑参与型计生﹑整体型计生和人本型计生的"五维计生"体系构建。具体路径应该以调整完善生育政策为统领,以推进信息化建设为核心,以创新主体工作为抓手,以强化保障机制为基础,以提升家庭发展能力为目标,全面促进计划生育服务管理改革。

The implement of ＂Universal two- child＂policy ends of 35 years＇ strict birth control policy in China,＂New normal＂of population and the improvement of Family Planning Policy urgently call reform of family planning services and management. This paper analyzes the deviations in family planning services and management after implementation of ＂Universal two-child＂policy from five core dimensions through localization and integration of New Public Service Theory,and proposes frame system for family planning services and management. The results show that the frame system of family planning services and management should be ＂Five-dimensions- oriented family planning＂system,namely,Service- oriented,Precision- oriented,Participation- oriented,Ensemble- oriented and Human- oriented family planning due to these deviations in positioning of government sector,policy goal,governing subject,cognition of responsibility and service nature. Specific paths of reform should take adjustment and improvement of family planning policy as the guide,take construction of informatization as the core,take the main body of innovation work as the starting point,take strengthening the security mechanism as the base,take enhancing the ability of family development as the goal,and promote a comprehensive reform of family planning services and management.
