“丝绸之路经济带”核心区建设中的公共服务与管理问题

Public Service and Management in Developing the Core Area of the Silk Road Economic Belt

为了更好地推动新疆"丝绸之路经济带"核心区的建设,破解核心区建设中的难点问题,为国家战略的实施提供理论和实践的支持,此研究借助区域经济发展和公共服务的有关理论,针对新疆提出的"五大中心"建设思路,总结和分析了新疆"丝绸之路经济带"核心区建设的现状和问题表现。研究结论认为,"丝绸之路经济带"核心区建设推动过程中,必须以新疆的深度开发开放为依托,以其公共服务质量及其管理水平的提升为保障。改善新疆当地的公共服务质量、提升公共管理水平,既是"丝绸之路经济带"核心区建设的内在要求,也是其外在保障。具体来说,要构建科学有效的公共安全治理体系,严打暴恐活动;着力保障和改善民生,健全社会保障体系,完善基本公共服务提供机制;推进"丝绸之路经济带"核心区建设,深化行政改革,充分利用对口援疆的有利契机,全面提高政府治理能力和水平。

To better promote the development of the core areas of the Silk Road Economic Belt and solve the major problems in the endeavor to lend theoretical and practical support to the implementation of the national strategy, this study summarized and analyzed the present situations and problems in developing the core areas in Xinjiang in light of the Five Centers Xinjiang proposed to focus on by applying relevant theories. It held that the process of this devel- opment must depend on the in-depth development and openness of Xinjiang and must be guaranteed by the uplift of public service and management quality. To be specific, efforts must be made to formulate a scientific and effective system of public security governance to crack down on violent terrorist activities, to perfect the basic public service- providing mechanism by protecting and improving the livelihood of the people and perfecting the social security sys- tem, and to comprehensively improve the ability and governance of the government by promoting the core area de- velopment of ＂the Silk Road Economic Belt＂, deepening administrative reform and making full use of opportunities of the Paired-Up Assistance Program.
