“亚太再平衡”战略视域下奥巴马政府的对朝政策探析

Obama Administration's Policy towards North Korea in Strategic Perspective of “Asia-Pacific Rebalance”

美朝关系是朝鲜半岛问题中最重要和最关键的双边关系之一。由于受接触无益、格局固化、对朝评估、中国因素和资源匮乏等因素影响,奥巴马政府对朝实施"战略忍耐"的敌视政策。在基本立场上延续了美国历届政府对朝敌视的态度;根本和核心的目标是维护和巩固美国在世界范围内的霸权地位,实现朝鲜半岛无核化和防止核扩散是摆在美国面前的近期目标;与日、韩的同盟关系是美国在亚太地区维护霸权、推行"亚太再平衡"战略的立足点和重要载体与支柱;近期任务是尽一切手段迫使朝鲜放弃发展"核武与经济并行"的路线,实现朝鲜半岛无核化,长期任务是颠覆朝鲜现政权。因此,美朝的"耐力博弈"还将长期存在,曲折发展,常态化地影响朝鲜半岛局势和东北亚地区的和平稳定。

The relation between the U. S. and North Korea is one of the most important and critical bilateral relations among issues of Korean Peninsula. As a result of useless contact,fixed pattern,assessment to North Korea,Chinese factar and lack of resources,the Obama administration takes the hostile policy of ＂strategic patience＂,which continues the hostile attitude towards North Korea of American successive administrations. The fundamental and core goal of this policy is to maintain and consolidate the hegemony status of the U. S. worldwide,but the recent target is to realize the denuclearization of Korean Peninsula and prevent nuclear proliferation. Meanwhile,the U. S. regards the alliance relationship with Japan and South Korea as the standpoint,carrier and pillar and tries every means to force North Korea to give up the development of a ＂nuclear and economic parallel＂route and to eventually overturn the North Korean regime. Therefore,the endurance game of the U. S. and North Korea will long exist and develop tortuously,influencing the peace and stability of Korean Peninsula and Northeast Asia area.
