Guangdong-Hong Kong Regional Development and Cooperation in the"Outline Plan for the Reform and Development of the Pearl River Delta"—Foundation,Advantages and Barriers

作者根据统计数据分析广东省及其周边的经济体的关系,通过在珠江三角洲各市的调研,探索各市政府对《珠江三角洲地区改革发展规划纲要(2008—2020年)》的产业计划部署,推论广东省特别是珠江三角洲的经济定位、产业结构优势、目标市场及香港与珠江三角洲各级地方政府经济合作的障碍。作者指出,广东省的主要目标市场仍是欧美地区,在产业升级的同时,传统轻工业有稳定经济贸易的作用;粤港合作对将珠江三角洲打造为国际大都会很重要;粤港协作仍要大力打破制度性的障碍,建立优势互补共识。

The author tries to analyze the economic relations between Guangdong Province and the peripheral provinces,ASEAN and Hong Kong SAR,based on statistics and field research in the Pearl River Delta.This paper contends that the major target markets of Guangdong remain to be the United States and EU.In the implementation of'Outline Plan for the Reform and Development of the Pearl River Delta'by upgrading and transformation of industrial structures,the existing traditional light industries play a role as stabilizer in Guangdong's export and economic performance,especially during economic crisis.Economic cooperation between PRD and Hong Kong is significant in the building of an international cosmopolis,yet, there are systematic barriers and the lacking of consensus in the regional integration.
