全面从严治党背景下加强领导干部道德自律对策研究

A Study on the Strategy of Improving Leading Cadres' Moral Autonomy under the Principle of “Running the Party Strictly”

党的十八大以来,中央多次强调全面从严治党,关键是从严治吏,坚持思想建党和制度治党相结合。当前党的领导干部出现道德自律缺失等突出问题,究其原因,有官本位思想、人情社会等传统腐朽思想的影响,有领导干部个人修为不足的因素,也有社会转型期的负面影响及缺乏有效监管等客观因素。完善领导干部道德自律建设,首先要要摒弃腐朽的传统文化,明确公仆地位,坚持以德为政的理念;其次要加强领导干部的个人修养,在自省和慎独中加强自律,在理论学习中提升个人修为;同时从严治党是完善领导干部道德自律的保障,要严肃党纪党规、完善监督机制、加强对道德失范的惩戒力度才能使领导干部自律建设不流于形式。

Since the 18th CPC National Congress, the Party Central Committee has been putting emphasis on the principle of “running the party strictly” for times, the key of which is to rule the government officials strictly, with the view to keeping on the Party construction in both ideology and system. Currently, the prominent problems arising from Party leading cadres’ deficiency of moral autonomy are brought about owing to such influence as the traditional decadent ideas from bureaucracy nature andnepotistic society, their lack of personal cultivation, the negative effects of social transition, the insufficiency of effective administration and so on. To improve the construction of leading cadres’ moral autonomy, it is necessary to spurn the decayed traditional culture, confirm the social status of public servant and sustain the idea of governing with the power of virtue. Secondly, the personal cultivation of leading carders should be promoted to strengthen the moral autonomy by means of the self-communion and self-restraint and the theoretical study. Also, the construction of leading carders’ moral autonomy is sure to be a mere formality, unless “running the party strictly” is practiced with the countermeasures of taking seriously the Party’s rules and disciplines, perfecting the supervisory mechanism and strengthening the punishment of immoral behavior.
