学校体育场地设施向社会开放的困境与现实路向研究

Confusion and Direction of School Sports Facilities Open to Public

学校体育场地设施向社会开放,是缓解我国当前全民健身场地设施供给不足问题的重要途径。运用文献资料、逻辑分析等研究方法,通过对学校体育场地设施向社会开放的政策与践行现状进行全面、深入分析,发现学校体育场地设施向社会开放存在着以下困境:政策刚性不足,践行上约束力低;政府监管不力,评估体系不健全;学校具体落实困难,开放处于困境;经费来源不足,有偿服务权责不明。认为在我国现行经济、文化、教育体制下,要摆脱相关困境,学校体育场地设施向社会开放的现实路向是政府购买学校体育服务,形成政府、学校的双赢;政府多方募集经费,同时明晰有偿服务权责;政府加强购买后的监管,健全评估体系;政府以委托制、俱乐部制,分解学校工作压力。

To open the school-based exercising facilities to the society is the main approach taken to relieve facility deficiency in China. This paper adopts literature review s,logic analysis and so on to study the policy texts,aiming at prompting the move of opening school-based facilities to the society,and serving more. The results indicate that even there exist a group of powerful policies,the effect of implementation is not ideal. Meanw hile,the policies themselves are not forceful in one or tw o aspects. There is insufficiency of government supervision as well as an evaluating system. Schools have difficulties implementing the policy and opening to the public in a difficult condition. The funding sources are insufficient and the paid service is unknow n. Therefore,the directions of school sports facilities open to the public in our current economy,culture,education system are government purchasing public sports service,forming a win-win situation; the government can raise funds in many ways,clearing the paid service; the government must strengthen regulation evaluation system after purchase. The government msut adopt clubs and third-party organizations to reduce school work pressure.
