近自然森林经营推进林业生态文明建设的思考

从我国生态文明建设和林业生态建设2个宏观角度出发,深入探讨了近自然森林经营在推进林业生态文明建设中的作用。首先,分析了生态文明建设的宏观政策以及林业生态文明建设的任务,并以此为依据分析近自然森林经营推进林业生态文明建设的条件。其次,以阐述近自然森林经营理论与技术为基础,分析了近自然与林业可持续发展的关系,进一步论述了近自然森林经营的可持续性。最后,按照生态文明建设要求,阐述了近自然森林经营在林业生态文明建设6大任务中的作用和潜力,分析并提出近自然森林经营在推动林业生态文明建设中所面临森林经营方案管理体系落实不力及财政年度支持没有连续性等2大问题与挑战。

From the macro perspective of constructing ecological civilization and forestry ecology,the role of close-tonature forest management in promoting the development of the forest eco-civilization was explored.Firstly,the macro policies and tasks in eco-civilization construction were stated and analyzed,based on which the conditions for close-to-nature forest management promoting forest eco-civilization construction were analyzed.Secondly,the relationship between close-tonature and sustainable forestry development was analyzed based on the close-to-nature forest management concept and methodology,and the sustainability of close-to-nature forest management was further discussed.In the end,the role and potential of close-to-nature forest management in the six tasks of forestry eco-civilization construction were discussed,and the two issues and challenges confronting close-to-nature forest management in promoting forest eco-civilization construction were analyzed,which were the weak effectiveness of the management system of the forest management plans and the inconsistency in annual financing support.
