中非产能合作的金融需求及中非金融合作的推进

发挥中非比较优势,因势利导,开展中非产业对接和产能合作对于破解非洲基础设施滞后、人才不足、资金短缺三大发展瓶颈作用重大。然而现有中非产能合作过程中的融资存在诸多问题,主要包括非洲金融业及金融市场发展滞后,中资金融机构、中介机构海外服务网络不足,中资企业的国际信用评级较低、境外融资缺少征信支持,难以利用非洲金融市场融资,中资企业在海外融资时对货币、利率、期限等进行有效管控的能力有限,人民币国际化的进展在非洲也是困境重重等问题。为服务中国对非投资企业,保障中非产能合作的顺利发展,必须大力推进中非金融合作,例如:促进区域金融合作,进一步推动开发性金融业务,加强和完善境外融资服务体系,加快人民币国际化步伐等。

To bring out the comparative advantages of China and Africa and grasp the opportunity topromote cooperation between the two sides, China and Africa should carry out industrial andcapacity cooperation to break the continent's infrastructure, talent and funding bottlenecks.However, such cooperation has been affected by inadequate financial development in Africa.Problems include lagging financial development in Africa, insufficient overseas servicenetwork of Chinese financial institutions and intermediaries, low international credit rating ofChinese enterprises, lack of credit support in overseas financing, difficulty of financing inAfrican financial markets, limited ability of Chinese enterprises to effectively managecurrency, interest rate and duration mismatch risks when they finance in overseas financialmarkets, and challenges facing the internationalization of RMB in Africa. China shouldvigorously promote China-Africa financialcooperation to serve the Chinese investment in Africa and ensure the smooth development of China-Africa capacity cooperation. Regionalfinancial cooperation should be encouraged and development-oriented financial businessshould be further promoted; the overseas financing service system should be improved; and thepace of RMB internationalization should be accelerated.
