摘要
国际标准化组织(ISO)和加拿大标准协会(CSA)相继颁布了基于可靠性的管道设计与评价标准。两个标准关于陆上管道目标安全水平的计算方法不尽相同,ISO 16708-2006按照安全等级,基于压力和管径给出了计算方法,而CSA Z662-2007则基于人口密度、压力、管径进行计算,并将人口密度的影响定量化。为进一步对比两者之间的差异,参考国内管道的基本数据,对两个标准的陆上管道目标安全水平进行了定量比较,结果表明:CSA Z662-2007的陆上管道目标安全水平略低于ISO 16708-2006,其主要原因是ISO 16708-2006中对地区等级的划分更为严格。另外针对国内管道缺乏合理目标安全水平的现状提出了建议。
The International Organization for Standardization (ISO) and the Canadian Standards Association (CSA) have issued reliability-based pipeline design and assessment standards successively. Based on comparative study, both standards are different in the calculation methods of onshore pipeline target safety level. In ISO 16708-2006, the calculation is based on pressure and pipe diameter according to safety levels. In CSA Z662-2007, however, the calculation is based on population density, pressure, and pipe diameter, and the effect of population density is quantified. In order to analyze their difference further, the onshore pipeline target safety levels were quantitatively compared between two standards in reference to the basic data of domestic pipelines. It is shown that CSA Z662-2007 is slightly lower than ISO 16708-2006 in terms of onshore pipeline target safety level, because ISO 16708-2006 is stricter in regional grade division. Finally, some suggestions were proposed for the status that domestic pipelines were lack of rational target safety level. (1 Figure, 3 Tables, 10 References)
