With the deepening development of regional economic,various social issues emerge in,which brings about new challenges to the finance and social management capacity of the government.The social enterprises,regarded as an innovative model of social governance,combine profit to the non-profit,activate the public strength,resolve social problems timely and efficiently,meanwhile filling up the absence of the government and market.With the active support of governments and communities,social enterprises have become an important factor of the sustainable development of national economies.Japan has accumulated wealth of theoretical and practical experience in the development of social enterprises. The paper provides a comprehensive analysis of the background where social enterprises arose,their status quoand the supportive system of governments.Meanwhile,the paper studies some influencing elements and related urgent issues,and suggests on the development of Chinese social enterprises as well.
