近十年我国特殊教育学校办学条件变化与地区差异研究

Study on the Changes of School Conditions and Regional Differences in Special Education Schools in China During the Last Ten Years

办学条件是发展特殊教育的重要保障,缩小地区办学差距是实现特殊教育均衡发展的重要举措。研究基于我国2005-2014年特殊教育学校办学条件的各项数据分析发现:特殊教育学校办学条件发展总体趋势良好;各地特校办学条件的达标率偏低;中部已成我国办学条件最优地区;西部地区发展速度最快,但同时存在着地区内特殊教育发展不均衡等问题。并在此基础上提出了促进我国特殊教育学校办学条件发展的对策性建议。

School conditions are important guarantees for the development of special education, and narrowing the gap between regional schools is an important measure to achieve the balanced development of special education. Based on the analysis on the data of the special educational school conditions of our country in 2005 -2014, the researchers found that： 1. the general trend of the development of special educational school conditions are quite well; 2. Compliance rate throughout the special educational school conditions is low; 3. The middle part of China has become the best area of special educational school conditions in China; 4. The development of the western region is the fastest, but at the same time, there are also problems such as uneven development of special education in this region. On this basis, this paper discusses the countermeasures and suggestions to promote the development of special educational school conditions in China.
