对粮食主产县脱贫问题的若干思考——以河南省为例

Reflections on the Problem of Poverty Elimination in the Major Grain-producing Counties— A Case of Henan Province

粮食主产县是粮食主产区的具体行政单元,是我国实现粮食生产能力大幅提升、确保粮食安全的重要抓手。重视与解决粮食主产县的全面脱贫问题,对"十三五"时期全面小康社会的建成和贫困人口的全面脱贫都具有十分重大的意义。河南的20个粮食主产县的贫困问题比较严重,出现了经济上的"塌陷"现象,这给河南粮食生产和国家粮食安全带来了巨大隐患。农民人均土地少、种粮收入低,农户收入渠道窄,农业基础设施条件差,种植技术落后,工业化进程缓慢,产业带动力弱等,是造成河南省粮食主产县贫困的主要原因。只有通过持续加大扶贫开发的资金投入,不断推进扶贫政策创新,开展地区间社会帮扶活动,实施对粮食主产县的工业化援助,加大各级财政对粮食主产县的投入等,才能实现粮食主产县全面脱贫。

The major grain-producing counties is the specific administrative unit of main grain-producing area,and also is an important grasp on China＇s significantly growing grain production capacity,ensuring food security. Pay great attention to and solve the major grain-producing counties＇ problem of comprehensive poverty elimination,which is of great significance to the building of a well-off society and comprehensive poverty elimination of poor people. The poverty of 20 major grain-producing counties in Henan is a serious problem,and there have been economic ＂ collapse＂ which has brought enormous risks to Henan＇ s food production and food security.Few farmers＇ per-capita land,low grain-growing income,narrow farmers＇ income channel,poor infrastructure conditions,backward planting technology,a slow industrialization process,weak industry driving force are the main causes of poverty in Henan province＇ s major grain-producing counties. Only through the following measures,including sustained increase investment in poverty alleviation and development funds,promotion of the innovation of poverty elimination policy,implementation of social support activities among region,industrial assistance and increased financial investment to major grain-producing counties and other initiatives,can we get comprehensive poverty elimination in major grain-producing counties.
