持续优化边境民族地区对口支援制度的社会效能

Social Effect of Continuous Optimization of Partner-Assistance System for Ethnic Minority Areas in Border Regions

对口支援制度包含两层功能:援助和合作。1979年—2014年的35年间,边境民族地区对口支援制度的社会效能未能实现其初始目标的根本原因在于:对口支援制度这个目标所指的是由制度体系升级的"民族区域问题束",而其由以形成的制度体系仅发挥了经济援助功能。随着一些全局性的制度变迁,原有制度体系正在消失,出现了制度丛林,边境民族地区显现出了"区域民族问题束"。未来要优化边境民族地区对口支援的社会效能,不仅需要继续发挥对口支援的援助功能,而且要突出合作功能,创新跨区域支援与合作体系,推动跨行政区和跨地理界域共治。

The partner-assistance system contains two functions： assistance and cooperation. Based on two analytical frameworks for optimizing its social effect from the comprehensive goal-oriented and problem-oriented perspectives, this paper proposes a new framework for analysis：＂ Problem-cluster-institutional system＂. It holds that during the 35 years from 1979 to 2014 ,the social effect of partner-assistance system for ethnic minority areas in border regions had not achieved the original goals for the following root cause ：partner-assistance system only played assistance role in addressing the＂ problemcluster＂ upgraded from the institutional system. With some global institutional changes, the original institutional system is disappearing, resulting in an institutional jungle, so the ethnic minority areas in border regions have shown ＂regional cluster of ethnic issues＂. In the future, to optimize the social effect of partner-assistance system for ethnic minority areas in border regions,it is not only necessary to continue the assistance role,but also to highlight its cooperative feature, so as to innovate the cross-regional support and cooperation system and to promote partnership in governance that crosses administrative boundaries and geographical boundaries.
