摘要
20世纪后期,为了应对政府压力和赢得政府资金支持,剑桥大学在科技转化政策和组织机构上进行了一系列单方面的变革,缺乏与利益相关者进行协调与沟通,简言之,在政策上从知识产权自由化走向集权化;在组织机构上,技术转化组织经过多次变革之后呈现功能模糊,服务脱节的困境。这些改革不但没有达到预期目的,反而打破了技术转化领域的已有平衡,造成科技转化能力下降,大学衍生公司减少的境况;通过分析,我们提出相关的政策建议,即大学在技术转化领域的改革,必须与利益相关者进行充分的协调和沟通;推动地方乃至国家经济发展,需要大学等创新主体的协同合作等。
In the late 20th century, to deal with the pressure from government and win its financial support, Cambridge University's technology transfer policies and institutional structure were undergo- ing a series of unilateral changes and transformation without coordination and communication with its stakeholders. In short as a consequence, the University's policy of intellectual property turned from free model to centralized model, and its institutional structure presented a status quo which was charac- terized by fuzzy function and disjointed service after too many times of institutional transformation. Therefore, this transformation failed to realize the anticipated aims and broke existing balance in the field of technology transfer, which led to a decline of ability in technology transfer and a decrease of st- artups related to the university. This study concludes that the university must adjust its technology transfer policy and institutional structure based on an in-depth interaction with stakeholders. The Uni- versity and other innovation subjects should cooperate so as to promote regional and even national eco- nomic development.
